The geofence needs the driver's home depot to have a position on the map. In Settings, Depots, a depot without one shows geofence off and a Find on map button: press it, or enter the coordinates, or stand at the depot and press Use my current location.
Also check the Clock-in location rule in Settings, Attendance rules (Anywhere does not check), and that each driver's Home depot is right.
